| Core Strategy Submission Document After more than three years of planning and consultation the Core Strategy Submission document was published for its final public consultation before it was submitted to the Secretary of State in March. It sets out the overarching planning policy framework for the Borough and the Spatial Strategy up to 2026. When the Core Strategy is adopted it will be a Development Plan Document within the Reigate and Banstead Local Development Framework. The public consultation period ran from January 23 2009 till March 6 2009. Alternatively, you can view the documents on the Council website: http://www.reigate-banstead.gov.uk/public/Business_Planning/Planning/Policies/local_dev_framework/core_strat/ The new planning system The Government introduced new legislation - the Planning & Compulsory Purchase Act 2004 - that requires the Council to replace its existing Local Plan with a new style development plan called a Local Development Framework (LDF). Under transitional arrangements, the Local Plan documents produced under the old development plan system are saved for at least three years (from the commencement of the Act or from their date of adoption), and will continue to form the current basis for making planning decisions. The saved policies will be replaced incrementally as new documents within the LDF are progressed The rolling project plan A rolling project plan, that sets which LDF documents are produced and the timetable for producing them is set out in the Local Development Scheme (LDS). The first Reigate & Banstead LDS was approved by the Government Office for the South East (GOSE) and brought into effect on 26 May 2005. The Reigate & Banstead LDS can be viewed online at: www.reigate-banstead.gov.uk. Under the transitional arrangements the unaltered parts of the 1994 plan will be saved until at least 27 September 2007. The First Alteration policies will be saved until at least 6 April 2008. The approval of GOSE will be sought to retain the majority of locally significant policies for a further period. |
